Pune, February 11: Taking note of the demands by some corporators, Pune Municipal Commissioner Praveensinh Pardeshi on Monday held a meeting regarding the funds for the welfare of backward classes and implementation of welfare schemes. During the meeting, it was decided that a committee would be formed to see that the funds are utilised properly.
Even as the commissioner’s draft budget for 2008-09 has crossed the Rs 2000 crore mark, a section of corporators from the Pune Municipal Corporation (PMC) took objection to the lack of sufficient allocations for the welfare of backward classes.
The corporators even said the PMC is violating the government resolution, which says that out of the total budget amount of a municipal body, five per cent, except for the mandatory expenses, should go for the welfare schemes of the backward classes.
“Every year, the PMC does not provide sufficient allocations for the backward welfare schemes. The government regulation says that the municipal corporations should allocate five per cent of its budget for the welfare of backward classes. For the year 2008-09, the municipal budget crosses Rs 2000 crore. Out of this, Rs 325 crore is earmarked for the salaries of the staff, which are mandatory expenses. However, out of the remaining budgetary amount of Rs 1700 crore, five per cent- Rs 85 crore- should go for this cause. However, the civic administration has set aside only Rs 8 crore for this,” said corporator Dr Siddharth Dhende.
He said that the situation was no good last year as well. “Whatever welfare schemes are chalked out for the backward classes, they are implemented seriously. Building public toilets is not a welfare scheme. People from this section are deprived of good education. Schooling in English medium and knowledge of computers is important nowadays, which the civic administration should provide them,” said Dhende, adding, “Health is another area which remains neglected.”
“During the meeting with the commissioner, it was decided that a committee would be formed to keep a check on the utilisation of the funds. The committee will meet every month and the commissioner will also attend it every three months,” added Dhende.
When contacted, Pardeshi said, “Apart from the funds dedicated for the implementation of the welfare of backward classes, there are various schemes and expenses which are not included under the tag. So we will try to keep accounts of these things under a single tag.” Congress corporator Arun Dhimdhime said, “The civic administration does not give any heed to the welfare of backward classes. There are no new schemes for them in the new budget. Hence our demands are to raise the allocations for them and sincerely carry out the welfare schemes.”
